I finally figured it out.
It was a conflict with my pythonpath, the neuron module imported and the python platform I was using.

Interesting how that can cause obscure problems. What was the key clue that led to this diagnosis--a test you performed using a toy program, or what?

I completely reinstalled everything after formatting and using or the current versions of everything
